Tecolote Vial
An automated system for detecting and documenting traffic violations. It measures speed by a combined method — radar and video-frame analysis simultaneously — both at a control point and over a controlled section. It runs automatically, 24 hours a day, without an operator, with plate recognition and traffic-flow statistics.
Applications

Corridors and confined lanes
Intrusion into a confined lane requires no speed measurement: the evidence is visual and verifiable, which simplifies the procedure and reduces its contestability. It is the natural use case for public transport corridors with an exclusive lane.
Intersections
Red-light running, intersection violations, improper manoeuvring, and failure to yield to pedestrians. The intersection is where conflict between vehicles and pedestrians concentrates, and where photographic evidence sustains the citation without measuring speed.
Stopping and parking
Detected by automatic scanning of the zone with pan-tilt cameras, operating 24/7, including in low-light conditions. Visual evidence, with no speed measurement.

Detectable conduct
Configurable by jurisdiction
The base system detects 16 categories of conduct, including speed. The Mexican configuration is a subset: each category is mapped against the traffic regulation applicable in the client's jurisdiction, and only conduct actually defined as an offence there is enabled.

Regulatory position
What exists and what does not
The draft standard PROY-NOM-215-SCFI-2017 on speed-measuring devices was never finalised or published as a mandatory NOM in the DOF. As a result, no mandatory metrological certification currently exists for the speed-measurement function in Mexico.
This means the absence of a prior regulatory barrier — not the absence of precision.
Our equipment aligns to the applicable technical infrastructure standards — N·EIP·1·01·011, plate recognition cameras, and N·EIP·1·01·012, automatic incident detection — and the strength of the citation rests on the chain of evidence and on validation by an authorised agent.
